Your best bet is google. Only very few of us compose music and none of us do it professionally ><

If you're planning to write a song in English and translate it into Japanese using an online translation program, I wouldn't. It'll most likely end up in gibberish. Stick with English until you have a good grasp of Japanese or find a reliable person to translate it for you.

I was actually about to say the same thing... Ya, Translating a song from Japanese to english via an online translator isn't too bad, but if you are doing the reverse I would definitely suggest asking someone to translate it for you, as for the bg music, I would post some samples of what you would like it to sound similar to and ask around, because we have some really talented instrumentalists here! ^^

Good Luck! ^^

Creating fun background music for your songs is something you should definitely try.

There are so many ways you can start this process it is ridiculous. LoL

First think of what you have and how much money you want to spend.

Are you singing? or are you having vocaloids sing?

I'll give you advice for those who solely want to make digital music with your choice vocaloid and computer as the main source of sound creating.

Definitely look into a computer based Digital Audio Workstation (DAW).

You need a computer, midi keyboard, audio interface, and DAW software that can control sounds.

I don't know all the software nor all the gear out there in the marketplace, so you're going to have to find what suites your budget and requirements.

From there, depending on your basic knowledge of music theory and chord progressions, you should be making background music for your song!

In a perfect world, you the reader will have all the money in the world and the most creative and learned minds of music in the world. That knowledge alone should get you writing amazing back ground music... but let's not get carried away.

If you have specific questions please ask, maybe I can try to guide you before you buy something you don't need.

Well. i'll tell you something.
When i see some arrange of touhou songs that i like, i write my own lyrics and translate them with google translator ftw xD. but i don't take exactly what the translator says, i modify it if for me there's an mistake (i know a little of japanese) then i record.I know is not pretty original, but if i would need to do some bg music i would use my buttonbeats virtual piano, but the problem is that i don't know how to play piano and don't know how to read sheet music. BUT i do take sheets and see what keys are the ones i have to press if it's an arrange xD
Maybe you don't understand well...

But there're lots of program to make music,
obviously the bests are the ones you have to buy but still, i believe there're free programs. try to get an composer as kicchan says.
